According to Aaron Wilson of the Baltimore Sun, the Houston Texans’ initial offer was lower than free agent safety Ed Reed expected, but they’re still in the hunt to sign him.

Even though the Texans’ first offer was lower than Reed would like, you have to wonder if it was more than the Ravens are willing to pay. My guess would be yes, because if the Ravens were willing to offer more money, he would be negotiating with them right now.
